This endpoint allows you to set the offer application limit and the priority of each special offer.

Offers are merged, not replaced: an offer left out of the payload keeps the priority it already has. Send priority: null for an offer to clear it.

Single-market stores send offers_limit and offers. Multi-market stores send scopes, one entry per market. Sending the wrong shape for the store fails validation, so call Get Offer Priorities first and branch on is_multi_scope.

Every offers[].id must belong to the calling store, and every scopes[].id must be one of the store's markets, otherwise the endpoint returns 422.
